The truth is that he did scout, but I did not get a report because I did not have enough scouts in place to detect it. I didn't know he did it.

I applied because you are THE dominant alliance. To be without an alliance in this game is hard (and mine is no help) and then to have the Dominant one move in near your 7X7 is even harder. The only logical choice is to try to side/join with he dominant alliance or be crushed at any time.
I have tried to join, and it looked to like the answer was apply later when you are bigger, but in the mean time we are going to coordiante a mutli-player attack on you and chief your biggest city.
I want peace, I have always been peaceful to you and your alliance. This is a war game and I have played as a raiding Teuton, so I understand if I get raided and turned into a farm as well.
I just hope that W.E. will see that I would be a better member than a farm that just deletes.

You are right those original scouting reports were not doctored. I apologize for saying they were. I did not receive those reports and had no idea I had been scouted, so I thought they were fake.
My point still stands, I did not come here out of fear of being scouted. I came because you are the best alliance.

Well, here's the thing.
I don't think anybody attacked you because you applied.
You just pointed out that WE was moving into your area already. Attacks in that case are typical.
Furthermore, we cannot give immunity to those that apply, or every player within 100 square of our alliance would apply.
Sorry if that's a bit rough, but that's just reality.

In fact, as you now know, you were already being scouted even before you ever applied.
